I had same problem on newly installed Ubuntu 8.10 ! Thanx, Christian Imhorst !
I have updated /usr/share/apps/kdevappwizard/incadmin.tar.gz with updated files from /usr/share/libtool/config and now compile done without errors ! My incadmin.tar.gz in attachment.
