When using the Internet (particularly ssh and http) I often have
connections which time out or "hang". In the case of HTTP connections,
the connection seems to hang until it times out and is unable to
recover. In the case of SSH, the connection hangs and will not respond
of a period of multiple seconds, sometimes even a minute. When I notice
a "hang" starting, I can quickly open a terminal and perform a browser
and perform a common host lookup like host google.com, and still I get a
hang. I then quickly open another terminal and do a ping -c 1 4.2.2.2 -
the ping will almost always work. Other computers on the same network
(windows based) do not exhibit symptoms while the issue is occurring on
the ubuntu-based machine.

The problem does not ever occur when connected to a university wifi
connection - it seems to be particular to a Verizon DSL connection.
