Load average is the average number of runnable processes over a minute (or 5 minutes or 15 minutes). A load average of 50 is not a 50% load on the CPU. It is potentially a 5000% load on the CPU - since dcraw is likely doing something very CPU intensive it probably is a 5000% load.
