Public bug reported:

Hi there,

When I plug in my webcam (Logitech, Inc. QuickCam Web), everything seems
to go well. It is detected properly and a device is registered.

Apr 4 00:40:15 frussolx1 kernel: [ 3033.044644] quickcam: Registered
device: /dev/video0

The device is owned by root:video, however there does not appear to be a
"video" group by default in jaunty.

crw-rw---- 1 root video 44 81, 0 2009-04-04 10:30 video0

I thought this was strange, so I created a video group and added my user
to it. This worked until I re-plugged the camera. Now I see...

crw-rw---- 1 root 44 81, 0 2009-04-04 10:30 video0

The device is no longer owned by the video group. Pretty neat... I
can chown it to have it work again, but I'd rather find a permanent
solution.
