For any Kubuntu people commenting in this bug: Kubuntu does not have this change. There is a python-qt4-dbus bug (Bug 348704) that happens for some people that upgrade from Intrepid that prevents update-notifier-kde from working. This is a high priority bug that's being worked on for the release. In the meantime, the work around is to re-install python-qt4-dbus. It's nothing to do with the Dx changes done in Ubuntu.
