The dictionary selected is determined by the language of the the writing
in the document. You can select the default language for a document via
Tools->Options->Language Settings->Languages or on a per character level
via Format->Character->Font. The fact that it doesn't error if there is
not a dictionary installed for that language is already filed as a
separate bug and has already been reported upstream.
