I don't think Caspar Mierau meant that u change ur proxy settings as an administrator ... All is meant is to change the "Pager Port" in Pidgin itself the default one is 5050, which in ur case is not working, SO change it to one of those 20,23,25,80,119,8001,8002 (from Accounts>>Mange Accounts then select ur Yahoo account >>Modify (down)>> switch to Advanced tab) There u will find Pager Port
