Public bug reported:

Binary package hint: gnome-panel

The expansion fo the Time/Date applet that appears on click is covered
by currently option desktop windows when it is clicked on. Expected
behavior is for the window to be at the top of the stack of windows.

You have to minimize current windows to reveal the time and date window
