Hello, I have a similar problem with Ubuntu Jaunty (last updates from 09-04-2009) since a few days.
On the login screen I also get the "bip", but when session starts, no welcome music and no sound in every application. In the volume control I noticed that PCM was deactivated and PCM volume set to zero (please see the image to understand better). When I reput PCM as normal, sounds comes back and is perfect. But at every startup it resets the settings and PCM goes again to zero... It is recent, before that the settings did not change and all worked very fine. I hope this can help, too.
