Yes, it needs 03-autoreconf.patch. The first file is the real debdiff file. The second file is for having a quick look at the changes made to the debian directory.
Please have a look at "FeatureFreeze for new upstream versions" at [1]. When you have added all files listed on the wiki, we have to wait, till two people from the MOTU Release Team acknowledge the feature freeze exception.
