Ok that rational make a lot of sense. Still even if the configuration editor icon is hidden by default system->prefferences seems to be the most appropriate place for it. If it were already hidden in preferences, users who wanted it could just check the show box in alacart menu editor rather than having a single icon in the system tools submenu or needing to create a whole new item in preferences.
This is obviously of minor importance but I don't think that having configuration editor hidden by default invalidates this bug.
