Public bug reported:

Binary package hint: gnome-panel

If /apps/panel/toplevels/top_panel_screen0/monitor is set to a higher
value than the number of screens, the panel fails to start.

Found this on a friend's laptop. At some point he has used a projector or
second monitor and since upgrading to jaunty his panel no longer starts.
The gconf value was 1. Changing it to 0 brought his panels back to life.
