I believe that that module (Desktop theme details) is to edit the contents of each desktop theme, not to set your desktop theme. So the apply button will only become active if you change one of the details of a theme. Indeed, testing that, if you change something and click apply, it doesn't apply the change to your desktop, it creates an extra "customised" theme. I agree that this is not really intuitive.
To change your desktop theme, right click on your desktop, or click on the cashew in the top right, and select "Appearance settings". Then you can choose a desktop theme to apply from the relevant dropdown.
