I think I solved this by removing "libkipi0". In the process this has also removed digikam and kphotoalbum (probably the programs why this libkipi0 was installed). Now the update proces is downloading packages so it seems to be working now.
However, as far as I know digikam and kphotoalbum are "normal" packages.
