Changing the line gtk-menu-popup-delay = 0 to gtk-menu-popup-delay = 1 in the gtkrc file of whatever theme you use fixes this bug, but it's more of a workaround since the bug still exists. User installed themes are in ~/.themes I found the gtkrc file under a folder labeled gtk-2.0
