I have this same problem with a USB-stick containing a LUKS-key.

The problem occurs only with kernel 2.6.28-11-server but not with kernel
2.6.27-11-server both with Ubuntu 9.04 Server Edition. Bothe kernels are
present on same disk.

During boot a get this message "modprobe FATAL could not load
li/modules/2.6.8-11-server/modules.dep", but the file is present on the
disk.

The Boot-proces does continue but loading of early encrypted files does
not succeed because it cannot find the USB-device with the LUKS keys.

Hardware is Gigabyte board MA78GM-D2SH with AMD 4850e CPU
