I can confirm that krandrtray workaround works. I just clicked on
KRandRTray.desktop file (located in usr/share/applications/kde4) and a
new application "Screen resize & rotate" appeared in the panel. If user
will not close this application, it is automatically loaded when the
computer is booted.

The downside of this workaround is that the monitor blinks when loading
KDE desktop.
