That's not a bug, but a deliberate security decision. The mlocate.db
file has 640 permissions and ownership root:mlocate because all files
are indexed as root, and the DB contains information about files that
not all users can access. The mlocate binary is SGID mlocate, so any
user running it can access the database read-only, but it will only
display results for files that the user can access.
