The usual behaviour for Ubuntu is to only offer upgrades from LTS to LTS
by default. However, this can be changed through System > Administration
> Software Sources. I'm going to close this bug as it lacks the
information needed to diagnose the problem, as mentioned in the previous
comment. Please reopen it if you can give us the missing information and
don't hesitate to submit bug reports in the future. Thanks.
