Ubuntu 9.04 with all updates installed.

While running X on VC 7 (under GNOME), I attempt to switch to a virtual
console with <ctrl><alt>F1. The screen flickers and then returns me to
the X console, where I must press <ctrl><alt>F1 again to actually use
the console. After more than a few seconds (I haven't counted exactly
how many), this times out and I must use the key combo twice again if I
want to get back.

I noticed this in Intrepid as well, but I didn't have a Launchpad
account at the time.

What I would like to see is the way it worked in Hardy and earlier, as
well as in other distributions, where pressing the key combo once
results in immediate action.
