@evan: you were very close the syntax is sudo dpkg -i --force-depends libavcodec-dev* libavformat-dev* libavutil-dev* assuming you have all the packages in your current directory. regarding the building with the PPA i had no success, so anyone who knows a way to integrate something like "dpkg -i --force-depends" in the debian packaging please step up.
