Public bug reported:

I'm install livecd version of Kubuntu 9.04 KDE3.
I set Ukrainian language (Українська) in menu of installation.
When system boot i'm execute program Install and set default language Ukrainian.
Installation process is good.
After installation:
# locale
LANG=
LC_CTYPE="POSIX"
LC_NUMERIC="POSIX"
LC_TIME="POSIX"
LC_COLLATE="POSIX"
LC_MONETARY="POSIX"
LC_MESSAGES="POSIX"
LC_PAPER="POSIX"
LC_NAME="POSIX"
LC_ADDRESS="POSIX"
LC_TELEPHONE="POSIX"
LC_MEASUREMENT="POSIX"
LC_IDENTIFICATION="POSIX"
LC_ALL=

When I create filename with ukrainian symbols i see ???(in console) or wrong
symbols(on Desktop).

after
export LANG="uk_UA.UTF-8"
locale show correct locales but after reboot set to POSIX

In Control Center I can't set System Language or Install Language.
Control Center report Can't find program
After installation language-selector-qt(with many KDE4 libs) I can set new
languages but locale show POSIX also...
