I have the same problem.

This is because the window manager really is NOT composited.

Go to your System/Preferences/Appearance/Desktop Effects and check. They
are set to NONE if you have the same problem as me.

The real problem is that they can no longer be changed to something
else, something lost the capability to run a compositing manager.

It is a regression, as I was previously able to run a compositing
manager.
