Ah, I just now realized that I was the one who created that file from the very beginning (per instructions on the release notes http://www.ubuntu.com/getubuntu/releasenotes/904 ) because I don't want recommended packages to be automatically installed. So, sort of my fault, but the release notes should give better instructions.
