Whenever I click on : Applications--->System tools---->Report a problem
An application seems to be starting, since a new application shows up in my 
Panel with the title, "Starting Report a problem...".  No window shows up, 
however.   When I click on this application in my Panel, no window pops up 
either.  The thing sticks around in my Panel for maybe three seconds and then 
disappears without anything else happening.

I have just updated my Ubuntu distribution to Ubuntu 9.04 - the Jaunty 
Jackalope - released in April 2009.

I am not even sure what is supposed to happen.  Should this even be
available in the Applications menu?  Is a user supposed to click this?

Using my system log monitor, I do not see any errors show up, but I am
not sure where to look, either.

The launcher in the Applications menu shows:  /usr/share/apport/apport-gtk -c %f
and description of, "Report a malfunction to the developers".  

I expected that some means of describing the malfunction would come up,
but none does.  I would also think that there would be a means of
telling which package the problem occurred in.

Note that my "Report a Problem" action in various applications (e.g.
Firefox, GNOME Terminal, etc.) works great -- I am told that information
is being collected and then I can preview the info being sent, and then
a web page pops up, etc.
