Blacklisting the pcspeaker works for me since I use the window flash feature instead.
However, in an attempt to support my fellow Ubuntu users who animately ask for a permanent solution, and not a work-around, I do feel that canonical should put this issue on the top of their list of bug fixes for Jaunty. -- Extremely loud and intrusive system beep with (some?)
