When CONCURRENCY=shell is used in /etc/init.d/rc many backgrouned scripts can be executed in parallel, but we wait only for the first one to finish before spawning the next group of init scripts with another sequence number. The correct way is to wait for all the backgrounded tasks before executing the next bunch of scripts.
