I am having this issue too in Jaunty (9.04) and have been seeing it since 8.04, so it obviously haven't been fixed! My screen is a 1280x800 screen (laptop) but there is no option for that resolution in StartUp- manager. I then tried forcing the resolution by manually altering the /etc/usplash.conf file and it seems to change the splash screen graphics to 1280x800 BUT only the picture, not the resolution! The resolution of the screen is still 1024x768, so now I just have an offset (and still stretched) splash screen where the progress bar is no longer in the right place (it is below the redish halo).
