I am having this issue too in Jaunty (9.04) and have been seeing it
since 8.04, so it obviously haven't been fixed! My screen is a 1280x800
screen (laptop) but there is no option for that resolution in StartUp-
manager. I then tried forcing the resolution by manually altering the
/etc/usplash.conf file and it seems to change the splash screen graphics
to 1280x800 BUT only the picture, not the resolution! The resolution of
the screen is still 1024x768, so now I just have an offset (and still
stretched) splash screen where the progress bar is no longer in the
right place (it is below the redish halo).

So to me, this seems to be a mismatch between the native solution of the
screen and the set resolution!
