Public bug reported:

Binary package hint: network-manager

After upgrade from 8.10 to 9.04, clean shutdown or reboot was not possible as
the shutdown sequence
stalls on /etc/rc[06].d/S35networking . Note that debug of shutdown/reboot
showed wpa_supplicant was
attempted to be killed by S20sendsigs and was in uninterruptible sleep

One work-around was to

   ln -s ../init.d/NetworkManager K89NetworkManager

in /etc/rc[06].d , although this may not be a general fix for those with more
complicated networking situations.
(In the case above, the NetworkManager controlled the wireless card, and there
were no network mounted
filesystems.)
