pd, you cannot download packages from https://help.ubuntu.com/9.04/musicvideophotos/C/video-dvd.html page becuase of apt: prefix in the link. Only systems that using DEB package managers (such as Ubuntu, Debian and others) can be able to download and install such packages. You clicked on this link using Mac computer that does not support deb packages. If you want to just download packages without installing them, you can use http://packages.ubuntu.com page where you can search package database for Ubuntu. Although you should be aware that in this way you couldn't be able to install some packages because of dependencies.
