Public bug reported:

My ISP does not allow large downloads in the daytime. And many packages
require user input to configure. So I need to use "apt-get --download-
only upgrade" at night to download the packages and "apt-get --no-
download upgrade" in the daytime to install them.

"apt-get --no-download upgrade" should upgrade my system from the cached
packages and indexes without accessing the Internet at all.

But "apt-get --no-download upgrade" fails if it does not have an
internet connection. If it  has a connection it will try to download the
package indexes and my ISP will hang it.

I believe that apt-get is part of the package "apt 0.7.9ubuntu17.2" but
it might be part of apt-utils.
