same problem here, running 9.04 (upgrade from 8.10) with everything up to date.

Note the different file size!

More details:
- Documentation for control center module "Keyboard" does not appear in 
khelpcenter,
  but can be opened with "khelpcenter help:/kcontrol/keyboard/index.html"
- "kcmshell4 keyboard" returns with exit code 0 without opening window, 
kcmshell4 (e.g) mouse opens mouse configuration

strace tells me at some point for kcmshell4 keyboard:
