Public bug reported:

All images that have a size below the gnome preview icon size are
upscaled to fit and have massive amounts of bluring, reducing the
quality of icons and other small graphics when previewed from nautilus
or the desktop icons.

This even happens for vector images, where the svg is rasterised at a
very small size and then upscaled as a raster image. Very bad results
are then experienced.
