Binary package hint: gnome-power-manager

having reconifugred the gnome-applets package to make the power manager
suid, I am still unable to get my CPU to run at anything other than the
lowest scaling speed:

Setting to performance governor in the gnome applet:
 # cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor 
/sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
 performance
 800000
cpu is 90%+ utilised in gkrellm

Setting to 2.13ghz in gnome applet:
 # cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor 
/sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
 userspace
 800000
cpu still 90%+ utilised
