With the latest mainline kernel (2.6.30-020630rc7-generic) the cpu scaling 
seems to work fine when connected to mains. However when running from battery 
the cpu is scaled back to its slowest no matter what governor has been 
selected. I wonder if there is an element of cpu thermal throttling involved 
similar to some of the reports in bug #88899 - I am running an IBM T43p.
Is there any logging (or way to get extra logging) to help work out the reason 
that the kernel decided to throttle the cpu back?
