Why can't you simply run gpg --keyserver keyserver.ubuntu.com --recv-keys ...
in such a target? Why must gnupg have keyserver.ubuntu.com as default keyserver? It is just stupid to fix *this* request by making keyserver.ubuntu.com the default keyserver in gnupgs options.skel. Especially when you think of all those existing gnupg installations which do not have keyserver.ubuntu.com as default keyserver and where you cannot rely on this setup.
