Open /etc/init.d/schooltool-2007 script and change "stop" action to do nothing. 
I think you can simply delete the contents of the file except the first line. 
Then "stop" would succeed and the package can be removed:
dpkg --purge schooltool-2007

       Status: New => Incomplete

** Changed in: schooltool (Ubuntu)
     Assignee: (unassigned) => Gediminas Paulauskas (menesis)
