Place cursor over image, right-click, select:"Set as Desktop Background". Pop-up opens showing image of monitor, option to select color, stretch image,tile,or center. Regardless of selection, clicking on "Set As Background" has no effect. - Seems not to be linked to Desktop-manager, or whatever app is in control of the desktop background image.
