Public bug reported:

After install Ubuntu 9.04 in protable disk, can't boot it.
Tried by SAMSUNG SENS R40, formatted to EXT4.
Portable disk use PATA type, connected to USB.
There are no problem at install 9.04 on it.
It didn't make any problems at 8.10.

 - Boot args(cat /proc/cmdline)
   - Check rootdelay= (did the system wait long enough?)
   - Check root= (did the system wait for the right device?)
 - Missing modules (cat /proc/modules; ls /dev
