Hm, if I force the installation to fail by creating an inaccessible
directory /var/lib/postgresql/, I do get the error message:

Creating new cluster (configuration: /etc/postgresql/8.3/main, data: 
/var/lib/postgresql/8.3/main)...
initdb: could not access directory "/var/lib/postgresql/8.3/main": Permission 
denied
Error: initdb failed
Error: could not create default cluster. Please create it manually with

  pg_createcluster 8.3 main --start

or a similar command (see 'man pg_createcluster').

Can you please give me some more details how to reproduce your error?
