Resolved, PLEASE CLOSE BUG - no further action to be taken. This problem was due to Alt being mapped by default as the ISO 3rd level character chooser, blocking its use as a normal Alt key - i.e. switching to a VT, using Alt-Tab to switch windows in X, killing X, using Alt+n for menu shortcuts etc.
Using KP_Enter as the 3rd level chooser instead frees up the Alt key which now works as normal.
