The ATI's lousy binary drivers don't coexist nicely with other drivers. However, fglrx is more accurately represented by linux-restricted-modules, so changing package there. Xserver-xorg-video-ati is the open source driver. Of course, there's little that can be done in Ubuntu before AMD/ATI fixes their drivers to work with current MESA/DRI drivers. The problem probably is because ATI's fglrx drivers install their own versions of libgl, because their drivers don't work with existing libgl.
