I also experienced this issue while compiling subcommaner 1.2.3 (because
I'm having issues with subcommander2 - see
https://bugs.launchpad.net/ubuntu/+source/subcommander/+bug/389915).

The link can be created by executing the following command in a terminal (handy 
to copy-paste and avoid typos; with this command it worked to install 
subcommander 1.2.3):
sudo cp -l /usr/lib/libsvn_ra_neon-1.so.1 /usr/lib/libsvn_ra_dav-1.so
