I think I just entered a duplicate of this bug.. I was having an issue with Lotus Notes (which runs on eclipse) and using the New Wave theme .. was taking 100% of the CPU on a single processor when doing tasks within Lotus Notes..
For the hell of it I changed the theme, and it started working and then.. a search brought me to this bug.. (after I entered mine)..
