Ubuntu uses its own repositories of software. Its not because there is a
newer version on the website of Pidgin, that the new version gets
directly into the official repositories.

if u really want to upgrade easly, try looking @ 
https://launchpad.net/~pidgin-developers/+archive/ppa
This is a personal repository with the newest versions!
