Hi, I changed the language to English, to check if the changes in the new dialog are caused by improper language-settings. After logging off and logging in, I can enter gufw (System -> Administration -> Firewall Configuration without any password!! I can swicth the firewall on or off.
I found how to edit and set up new rules.
