Public bug reported:

Binary package hint: synaptic

Update manager fails with "could not apply changes, fix broken packages
first". When Cups is deselected, then it starts the update, but quits
quickly and returns to the "update" screen with all the updates still
listed.

Synaptic doesn't show all the update manager updates, but cups is
prevented from installing because of poppler-utils dependency. The
dependency is for the version currently installed.

apt-get update
apt-get upgrade

DO WORK! Possibly something only particular to Update manager or
synaptic?

This machine was upgraded from Hardy to Jaunty, and the upgrade broke.
It took some time for me to get the system back to updating at all.
