Public bug reported:

System: Ubuntu 9.04

Problem: I am unable to shift to a specific user using the "gnome
desktop control" in the upper right part of the main window.

Background: I have 3 users in the system. For the purposes of this
bug, we will call them 1,2,3. The following combinations result in
successful user switching .  1->3, 2->1, 2->3, 3->1, 3->2.  The only
unsuccessfull combination is trying to switch from 1->2. When you
select 2 with the mouse nothing happens. After reboot into user 1, you
can switch to user 2 and login. Once 2 is logged in and you have logged
back into 1, you cannot switch back to 2. Problem repeats. If in user
1 and you logout... user 2 is available to switch too. It never did
this before.

I scanned the logs, not really knowing what to look for and could see no
entries when I tried to switch to user 2.

Below is sys log for the last few successful swaps. Unsuccessful swaps
do not generate a log entry.

Any ideas?
