I'm affected by the same bug when logging in. I've tried the posted
solution without any visible difference.
If I bring up a terminal and run the following, the panels shows up on all
displays as they should:
killall compiz
killall gnome-panel
DISPLAY=:0.1 gnome-panel&
** Changed in: gnome-panel (Ubuntu)
Status: Invalid => New
