I'm occasionally experiencing this problem with my ThinkPad X60s: Trying
to suspend fails with the message "stopping tasks timed out after 20
seconds", then it tries to resume, but the display isn't turned on.

I know there's a seperate bug reported about the display not being
turned on when resuming, related to s3_bios support, but when suspending
succeeds, resuming will work properly as well. Only when it fails to
suspend will the display stay turned off.

So I believe that fixing suspend will automatically fix resume, at least
on my laptop.

(I also reported this to Bug #70602 - not sure if/how it might be
related to this issue!)
